COMMANDER
COL Eloy Martinez
Colonel Eloy Martinez enlisted in 1992 as a UH-60 Helicopter Repairer and was commissioned as a Transportation Officer in 2000 after graduating from the U.S. Army Officer Candidate School. He earned an Associate of Applied Science from San Jacinto College, a Bachelor of Business in Human Resource Management from Troy University, a Master’s Degrees in Supply Chain Management from the University of Kansas, and a second Master’s Degree in Strategic Studies from the U.S. Air Force Air War College.
His previous assignments include J-4, Combined Special Operations Joint Task Force – Levant; Commander, 833d Transportation Battalion (SDDC); and Assistant Professor, Army Command and General Staff College. He has extensive experience in conventional and special operations, with deployments supporting Operations Restore/Continue Hope (Somalia), Operation Enduring Freedom (Afghanistan), Operations Iraqi Freedom, New Dawn, Inherent Resolve (Iraq), Operation Odyssey Dawn (Libya), Operations Allies Refuge (FLVA), and Operation Spartan Shield (Southwest Asia). He assumed command of the Rock Island Arsenal-Joint Manufacturing and Technology Center on July 15, 2025.
Colonel Martinez’s awards include two Bronze Star Medals, two Defense Meritorious Service Medals, five Meritorious Service Medals, two Air Force Meritorious Unit Awards, Senior Aircrew Member Badge, Parachutist Badge, and Air Assault Badge.
A native of Houston, TX, Colonel Martinez is married to Jennifer Martinez, his wife of 30 years. They have one son and one daughter.
